Tenants with any direct utility bill qualify for HEAP’s “non-heating” tier—up to $400 credit. My upstairs neighbor in a Syracuse six-flat got $350 last December even though heat is in rent. Need lease stating “heat included,” Con Ed bill in your name, and income docs. The site has a tenant filter: https://www.utilityassistance.org/ny/heap-ny/ – upload lease page. Credit posts in two cycles; Con Ed also offers $45/month budget plan. Works for electric, gas, or even phone if that’s your only bill.
